Fabric must be untreated.
You aren't going to be able to get the best breathable fishing shirt for under $20-they will be vented, but the fabrics aren't generally as good quality. I use Orvis shirts when im fly fishing as they dry quickly and are very well vented, you could try something like this at under $20

As far as im aware there are no sellers of fishing shirts in the answers fishing community. If you need quality shirts directly from the manufacturer, go with Simms-although the shirts retail for a lot they are likely to have a big mark up price so you can probably buy them for a lot less than $20.
You might want to contact them to see if its feasible and to see if the shirts they sell are suitable for what you need, i must say one thing-Simms is well respected in making quality gear for fly fishermen and women.
